free choice voucher

A payment made by an employer to an employee for the amount the employer would have spent covering that employee's insurance for each month. To be eligible, the employees' contribution to their insurance must be between 8-9.8% of annual income, and they must earn less than 400% of the poverty line. When an employee then receives coverage through an Exchange, the voucher is used as credit for monthly premiums. If the voucher exceeds the monthly premium, the employee gets to keep the rest.
