It's both verb and noun, thus 'have doubt/-s of' thus in Law, at Court, Judge doubted of his/her innocence, or doubt of one's competence, thus capacity of a job position, or we can say ''there is doubt whether it was him/her who committed the crime, when for ex. no specific suspicion has been raised against one's possible act of crime.
We can also say ''doubtful argument'', when an argument does not support claims exactly and fully at Court, not a 'too solid' argument.
