Easement is a term of Civil Law that means 'facilitate a task, enable a task or work, by using for this reason someone else's property, or house/immobile.
For ex. a truck can pass, thus use the road in front of the house of someone for water supply of a net, that passes in front of house of someone; in this view, it's a matter/case of private Law, of difference. Easement can be accepted, if for ex. the use of that X road does not prevent main work, of priority of the other party, by not causing for ex. any harm or damage, as ''affirmative easement'', in some cases, the easement can be appealed, as being a non affirmative easement, as described above.
Easement is a term that can also apply in Administrative Law, still being a term of Civil Law, if for ex. a grew of public task, of Municipality, uses a road of a private house, but in this case it's still affirmative easement and it's by all means accepted or 'tolerated'' because Administrative Law,as part of Public Law, each adm act prevails, over any other act of Private Civil Law, in difference of essence.
