To entitle, means to give legal right, full/absolute legal right, to grant right, ''for ex. he's entitled to receive this money', having full legal capacity/authority to this, meet (legal) requirements, ''for ex. family of deceased person are entitled to get property as legal inheritants, of legal share of them, accordingly, in case of absense of testament etc. Or 'entitled to this Degree' have full legal right to get 'degree', 'certificate' etc.
